v1 downloads are PDF patterns only. Placeholder files are shipped for local debug so links resolve; replace bytes with curated packets when ready. Paths stay stable.

If a packet is not ready for publish, keep the DownloadLink available flag false or leave a clearly labeled placeholder PDF in docs/public/downloads/ so preview does not 404. Do not invent silent dead links.
